If you do not use animation shop you can make a static blinkie tag

Add a new layer - click on your selection tool set to rectangle
Draw out a circle in the middle of your canvas to cover about 60%
Go to Selections - Modify - Feather and set to 45
Floodfill with a dark colour from your tube
Copy and paste the blinkie template as a new layer
You May colourise the blinkie to suit your chosen tube
Name this as Blinkie 1 on your layer pallette
Duplicate this layer and rename Blinkie 2
Close off Blinkie 2 and make sure you have Blinkie 1 active
Take your Brush tool set to square and a size which just fits neatly over
the small blinkie squares along the top.
In your colour pallette have light colour for foregrand and a dark colour for fill
Hover over the first square and click the left mouse button..
Hover over the second square and click the right mouse button...
Repeat these two steps until you have coloured all squares top and bottom
This image shows where your colours should be on both layers

Follow the same steps in reverse for this layer
Look at the sample image as a guide
